Daniel Blochwitz tapes up a (POPS) Plaza with barricade tape that has printed on it Not Public !  The ensuing discussion  with the security guards is whether or not the plaza is public or private property. Part of the whole action of working in the(POPS) plazas was to incite that type of reaction. What bothered GH was the insistance that we needed a permit to make art in public. Oddly enough the real police were more mellow about the whole thing. It was the corporate security guard and the Federal Reserve Police that were the most aggressive.
